College Street Streetscape Improvements

From Havelock to Shaw

Expected Start Date:  June 19, 2017
Original End Date:  October 13, 2017

The City of Toronto will be re-starting the streetscaping improvements on College Street between Shaw Street and Havelock Street.  This year the City has retained CRCE Construction Limited to complete the streetscape improvements. The remaining work includes the installation of new sidewalks, parkettes, bike rings, tree plantings and light fixtures. Work is expected to begin on the south side of College Street at Rusholme Road moving east towards Dovercourt Road.

The work area limits and the use of fencing may restrict access in those areas causing inconveniences. The 2017 work zones will be staged in smaller, staged sections as outlined on the map below.

What to Expect

Work Hours: Work will take place from 7:00 a.m. to 11:00 p.m., Monday to Friday, with work after hours and on weekends as required.


Traffic Management: Efforts have been made to manage traffic in the area for the safety of workers, road users and residents. These efforts include adding Local Access signs, revising traffic signal times. Road users should expect delays and increased traffic on nearby main and side streets.

  • Traffic on College Street will be reduced to one lane in each direction through the work zone.

Due to construction work on the sidewalk and the curb lane being used for machinery. A special walking lane with access to businesses will be made available for pedestrians.


Road and Sidewalk Access: In order to complete the work in a safe manner, there will be road and sidewalk restrictions within the construction work area. Access for emergency vehicles will be maintained at all times.

Access: The contractor will notify you of any temporary restrictions to your business access. If your property has two entrances, one entrance will be kept open at all times.

Laneways: Laneways and driveways that serve businesses in the area will remain accessible for deliveries or service.


On-street parking on College Street will resume on the north side during Phase 1 and on the south side during Phase 2. With the exception of parking across from the active work zone.


TTC Service Changes
506/306 Carlton route:  From June 18 to October 14, 2017, a shuttle bus service will replace streetcars on College Street between Bathurst Street to Dundas Street West.

Cyclists
Within the work zone, cyclists will be accommodated within narrower curb lanes than existing. Cyclists are expected to ride in single file with cars and motorists are expected to yield cyclists. Proper signage within the work zone will be placed to reinforce the above.


Garbage & Recycling:
Please abide by your regular garbage schedule. Residents and business owners should leave bins out per your regular practice. The Contractor will move bins as necessary to ensure they are picked up by Solid Waste Manangement


NEW Trees:
As part of the 2016 work, new trees were planted on the north side of the street. The temporary restoration, does not include the final tree protection guards. Please refrain from locking bikes or other items to these new trees in order to help them take root.


Deliveries: Businesses can continue to receive store deliveries; however, delivery vehicles will not be permitted to stop within the areas where work is occurring. The City will work to provide a work delivery plan and schedule so affected businesses can adjust their delivery schedule for the time that work is scheduled in front of their location. During those times it is recommended that deliveries occur before or after construction hours before 7:00 A.M or after 11:00 P.M. When deliveries are scheduled, the business owner should contact the inspector.


College Promenade BIA Businesses will be open throughout construction. All from the community are welcome to dine, shop and play!
